本計畫回顧美國、加拿大、歐盟、日本與南韓對於化學物質管理的評估機制與標準程序,篩選出 30 類化學物質。彙整國際間化學物質之評估篩選機制,考量國際間對於化學物質的使用情形、毒理資料、環境流布、致癌性、持久性、生物累積性、毒性等管理方向,健全國內化學物質管理之基礎資訊。根據健康風險評估之四項基本步驟,建立篩選出 30 類化學物質之環境化學物質濃度資料庫,內容包括化學物質辨識、危害確認、劑量效應評估以及本土性環境介質監測濃度等欄位。

以戴奧辛與鎘進行風險評估的結果,相較於世界衛生組織所建議的每日耐受攝入(TDI)值(1-4 pg-TEQ/kg bw/day),臺灣各地區的男性與女性族群,不論在吸入途徑或食入途徑,因暴露戴奧辛所致之 95%非致癌風險上限值仍在可接受範圍內(即 HI<1);相較於美國環保署所建議之食物 TDI 值(1 μg/kg bw/day)或加拿大所建議之 TDI 值(0.8 μg/kg bw/day),臺灣各地區的男性與女性族群,於食入途徑之 HI 遠低於 1,意即因暴露(食入)鎘所致之 95%非致癌風險上限值仍在可接受範圍內(即 HI<1)。

本計畫並擇定以「戴奧辛」為主題編撰化學物質暴露風險手冊,內容包含最新風險評估、國內政策現況、法規規範、行政因應措施、衛教宣導等。並完成 6 則時事議題之文章,分別為「汞水俣公約」、「歐盟之芬普尼(fipronil)污染雞蛋事件」、「歐盟認定雙酚 A 為環境荷爾蒙,並列為高度關注物質名單」、「類尼古丁農藥危害蜜蜂事件」、「全氟己基磺酸及其鹽類(PFHxS)列為高度關注物質名單」與「胎兒時期之氟化物低劑量暴露可能存在神經毒性風險」。

本計畫另完成改版化學物質知識地圖網頁資訊,將網頁以下列七大主軸方式呈現: 1.即時定位周邊化學工廠、2.地理圖資訊分佈、3.環境污染法擴充規資訊、4.國內外新聞資訊、5.資訊下載區、6.關鍵字搜尋、7.線上回饋。


We  review  the  assessment  mechanisms  and  standard  procedures  for chemical substance management in the United States, Canada, EU, Japan and South  Korea  and  screen  30  chemical  substances.  Assemble  and  evaluate international screening and screening mechanisms for chemical substances and take into account international regulatory directions such as the use of chemical substances,  toxicological  information,  environmental  spread,  carcinogenicity, persistence, bioaccumulation and toxicity, and improve the basic information on the management of chemical substances in Taiwan .According to the four basic steps of health risk assessment, a database of the concentration of environmental chemicals  in  30  categories  of  chemical  substances  has  been  set  up,  which includes the identification of chemical substances, the identification of hazards, the  assessment  of  dose  effects  and  the  concentrations  of  local  environmental media monitoring concentrations. Results from  the  risk  assessment of  dioxin  and  cadmium  show  that  males and  females  in  all  regions  of  Taiwan,  compared  with  the  TDI  value recommended by the World Health Organization (1-4 pg-TEQ / kg bw / day) The upper limit of 95% risk of non-oncogenic risk due to exposure to dioxins, whether  inhaled  or  ingested,  is  still  within  acceptable  range  (ie  HI <1);Compared to the TDI (1 μg / kg bw / day) recommended by the US EPA or the TDI (0.8 μg / kg bw / day) recommended by Canada, male and female ethnic groups in various regions of Taiwan are exposed to ingestion The HI of the route is much lower than 1, which means that the upper limit of 95% non-carcinogenic risk due to exposure to (ingested) cadmium is still acceptable (ie HI <1). The booklet on the risk of chemical substance exposure has been compiled with  the  theme  of  "dioxin".  It  contains  the  latest  risk  assessment,  the  current status of domestic policies, the regulation of laws and regulations, administrative measures,  and  education  and  publicity.  And  completed  6  articles  on  current affairs  issues,  namely,  the  "  Minamata  Convention  on  Mercury",  the  "  EU's fipronil  contamination  of  eggs",  "  The  EU  has  identified  bisphenol  A  as  the environmental  hormone  and  tied  as  a  list  of  substances  of  great  concern  " Nicotine-like pesticides endanger the bee event "," Perfluorohexylsulfonic acid and its salts (PFHxS) are listed as  a list of substances of great concern "and" Fluoride low-dose exposure during fetal period may present a neurotoxic risk ".

This  project  also  completes  the  revision  of  the  chemical  substance knowledge  map  webpage  information,  and  presents  the  webpage  in  the following  seven  main  spindles:  1.  Peripheral  chemical  factories  real-time location,  2.  Distribution  of  geographical  map  information,  3.  Environmental pollution regulation information, 4. Domestic and foreign news Information, 5 Information download area, 6. Keyword search, and 7. Online feedback.
